Decades of data show 80% of brain development occurs by age 3, starting during pregnancy. Through quality prenatal care, healthy nutrition, adequate brain development and well-being, children have the best chance at an advanced ability to learn when they enter Kindergarten. This ability to learn continues throughout a child’s education, ultimately leading to enhanced stability in adulthood. While most parents hope to see their children succeed, academically and socially, a quarter of our children have the unfair disadvantage of entering school behind their peers - from the very start.
Baby University (Baby U) is a new partnership between the City of Chattanooga, Blue Cross Blue Shield of Tennessee, and Signal Centers to provide intensive case management services to expectant mothers.

Baby U Specialists assist families in developing an individualized Family Plan outlining immediate, short, and long term goals as well as action steps to work toward goal achievement. Baby U Specialists will connect families to resources and education related to healthy pregnancies, nutrition, early child development and milestone identification, and multiple other vital resources and referrals.
